Driving along at night on a mountain road, Kazue hits something with her car. She gets out of her car and is horrified to find a naked girl. Before Kazue can ask if she's ok, the girl gets up as if nothing had happened and runs into the woods. Kazue follows her to an abandoned mansion where she discovers yet another girl, Yukiko, who's on the verge of death. Kazue takes Yukiko to the clinic where she works and helps her recover, but she has no memory of her past. Meanwhile, there's a federal investigation into Yukiko and the naked girl and how they may pertain to a string of murders dubbed the "Tomie Incidents" in which a girl known as Tomie always seems to be present.
