Criminals murder a detective (Whoopi Goldberg) and steal her prized evidence: microfilm with a recipe for cocaine cookies. Luckily, loose-cannon cop Jack Colt (Emilio Estevez) and his by-the-book partner, Wes Luger (Samuel L. Jackson), are on the case.
