Billionaire drug-lord Carl Stegner hides out in a heavily guarded mansion in the Caribbean. He is wanted by the US Government for a host of fraud, bribery and corruption charges. However, before Stegner can be indicted, the government's star witness is murdered. Adele Tasca, the murdered man's widow, is a woman with a finely honed taste for revenge. She goes to the Justice Department and suggests a radical and totally illegal idea - kidnap Stegner.
