Lata 70. XX w., Berlin. Podczas wizyty szacha Iranu dochodzi do krwawo stłumionych przez policję zamieszek na ulicach miasta. To stanie się iskrą, która poderwie dwoje młodych ludzi, Andreasa Baadera (Moritz Bleibtreu) i Ulrike Meinhof (Martina Gedeck), do przeciwstawienia się prawicowej polityce rządu i stanie się impulsem do powołania tajnej organizacji. Wkrótce znana ona będzie całemu światu jako RAF (Frakcja Czerwonej Armii). Jej członkowie zgodnie z zasadą „cel uświęca środki” nie cofną się przed zamachami bombowymi, kradzieżami i morderstwami.
