DEA agent Mike Ryan decides to take the law into his own hands and avenge his partener's death. So he goes after the man responsible for the brutal murder -- Victor Chow, a dangerous mobster who has even double-crossed his own leaders. In order to get Chow, Mike Ryan first must negotiate the shady, volatile, Chinese underworld and make a shaky alliance with Chow's superiors.
